
Tricom Systems Inc., founded in late 1999, began providing basic IT support and software development for small and medium sized businesses and the legal community. In 2008, Tricom shifted its focus to network security and large software development efforts for government and public safety clients. In 2009, Tricom added Digital Forensics and eDiscovery to its core provided services.

Bruce Barney, President
Mr. Barney brings a diverse mix of legal, technical and management skills to
Tricom Systems. He began his
career as an Attorney practicing litigation in the Maryland and Federal
Bars. In 1998, Bruce began his
public safety IT career as a Systems Administrator for the Department of
Public Safety and Correctional Services in Maryland.
Since that time, Mr. Barney has served as the Chief of Network
Operations for Maryland's Department of Public Safety and Correctional
Services, Deputy Director for the University of Maryland's CapWIN program
and president of Tricom Systems, Inc.
Mr. Barney has conducted Technical Seminars for the Maryland State
Bar Association and published an article on E-mail security in the Small
Practice Journal.
Mr. Kemp received a B.S. in Mechanical Engineering in 1994 and his Masters
Degree in Computer Systems Management in 2002 from the University of
Maryland. Since that
time, Mr. Kemp has served as the Technical Director for the Washington
Baltimore HIDTA (High Intensity Drug Trafficking Area) providing technical
support for Task Forces made up of members of the FBI, DEA, National Guard,
Maryland State Police and other law enforcement agencies.
In 2002, Mr. Kemp received a special commendation from the Superintendant of
the Maryland State Police for his work related to the Washington D.C. are
sniper incident.
In 2004, Mr. Kemp joined the University of Maryland CapWIN project as
the Senior Architect responsible for the design, development and
implementation of a multi-million dollar, mission-critical software system
design to serve the needs of over 100 first responder agencies in the
Maryland, D.C. and Virginia region.
Mr. Kemp currently serves as the CTO and Chief Analyst for Tricom.
